Why this happens

kernel_task is a system process that manages your Mac's temperature. When your Mac gets too hot, kernel_task intentionally consumes CPU cycles to prevent other apps from generating more heat. It isn't "using" your CPU for work; it's "blocking" it to save your hardware.
